Professional Bio
Richard Chaves Jr., a native of Dallas, Texas, has established himself as a prominent figure in parking management, transportation, and real estate development. Growing up near Dallas, he was immersed in the family business, Parking Company of America, founded by his grandfather and great uncle in 1964. In 2017, Richard officially joined the company as Executive Vice President, overseeing operations in Texas and New Mexico, managing over 75 employees across three divisions.
In early 2019, Richard sought to elevate his role to President. His father challenged him to independently manage a project from inception to completion. Accepting this challenge, Richard led the acquisition of the former Farmland Industries headquarters near Kansas City International Airport in June 2020. This venture included developing a 4,000-space airport parking facility and a 90-acre mixed-use development, marking the company's expansion into Missouri.
Since taking over as President in 2019, Richard leads the management and expansion of the family’s business. PCA has over 450 clients nationwide, manages over 65,000 parking spaces, and transports over 12 million passengers annually. PCA has continued to be a leader and innovator under Richard’s leadership and has continued to grow their footprint across the U.S. Richard has been instrumental in securing over $25 million in project incentives through TIF plans, CIDs, and other Public-Private Partnerships.
Beyond his corporate responsibilities, Richard is deeply committed to public service and community development. He chairs the Legislative Advocacy Subcommittee for the Northland Transportation Committee. His efforts have been pivotal in securing a $53 million budget allocation from the State of Missouri for infrastructure improvements in the Northland. Additionally, he serves on the boards and executive committees of the Northland Regional Chamber of Commerce, Downtown Council KC, and the Platte County Economic Development Council.
