Matthew Carmichael
Assistant Vice President for Public Safety & Chief of Police, Texas State University
With an extensive law enforcement background spanning 40 years, Chief Carmichael began his career in the San Francisco Bay Area in 1985, serving in the city of Pinole. He has led university police departments, including serving as Chief of Police at both the University of Oregon (2016–2021) and the University of California, Davis (2011–2016), and held progressive roles there dating back to 2002.
In January 2022, he assumed his current position at Texas State University, where he serves as both Assistant Vice President for Public Safety and Chief of Police. In this leadership capacity, he is instrumental in fostering the safety and well-being of the San Marcos and Round Rock campuses.
A strong advocate for community-centered policing, Chief Carmichael emphasizes relationship-building between students, faculty, and law enforcement. His outreach initiatives include informal events such as “Donut Day,” “ParkRight”, “Tailgate with the Chief,” and his monthly “Chat with Chief Matt” sessions. He also spearheaded the campus launch of the “Leave No Victim Behind” conference series.
