Professional Bio

Jennifer began her career in 2000 and has experience in both the public and private sectors. With her unique background in parking and traffic engineering, she has built expertise in traffic studies, data collection, safety analysis, parking management and operations, policy development, and budgeting. She understands the complexities of parking. Prior to joining Bolton & Menk, Jennifer worked in the parking system at the City of Des Moines, Iowa and Scottsdale, Arizona. Her position in Des Moines included management of 3,500 on-street metered parking spaces and 6,700 off-street spaces. In this position she also led two system analysis for Downtown Des Moines CBD (70 square blocks) and one for the East Village Mixed-Use neighborhood (30 square blocks). While in Scottsdale, she managed parking permits both in parking lots and on-street.

Since joining Bolton & Menk, Jennifer has worked across multiple communities collecting data and analyzing parking trends to assess their needs. Her project experience includes:
• Downtown Parking and Walkability Review, City of Buffalo, Minnesota
• Downtown Parking Occupancy and Turnover Study, City of Monticello, Minnesota
• Smart Parking and Mobility Study, City of Dubuque, Iowa
• Downtown Phase II Implementation & On-Street Parking Layout Review in Marshalltown, Iowa
• 2nd Avenue Streetscape Parking Review in City of Muscatine, Iowa
• Hopkins/Vista 44 Traffic & Parking study in Hopkins, Minnesota
• Community-wide Parking and Permit Study, Landfall, Minnesota
