Professional Bio
Charles joined the District of Columbia Government in 2020 as Program Manager of the Automated Traffic Enforcement Unit (ATE) and brings over twenty-year of subject matter expertise to the program. Currently he manages over one hundred thirty seven- red-light, speed, stop sign, and truck enforcement cameras. Charles has been integral in the planned upgraded and expansion of the program. The program has been innovative in the rotation of speed cameras around the District to enhance enforcement in school zones and high injury corridors in support of the District’s Vision Zero and Move DC goals.
Prior to joining the District of Columbia, Mr. Turner was Director of the Automated Traffic Violation Enforcement Program (ATVES) for the City of Baltimore, Maryland with the Department of Transportation. Mr. Turner continued the relaunch of their Automated Traffic Enforcement Systems and implemented a new oversight and audit team. Under his leadership, the program was reestablished and resulted in the installation of 115 red-light cameras, protecting over sixty intersections, 120 speed cameras, protecting over fifty school zones, and six truck over height safety enforcement cameras operating across the City of Baltimore. In the first year to year comparison of accident statistics, the program helped reduce fatality accidents by 23% citywide.
Prior to his experience with the City of Baltimore, Mr. Turner was the Senior Regional Director for Verra Mobility (American Traffic Solutions) and Lockheed Martin IMS(ACS/Xerox/Conduent). This experience exposed him to the development and application of cutting edge technologies in the industry. He provided leadership in the development and implementation of photo-enforcement programs in Philadelphia, Pennsylvania, Laurel, Anne Arundel, and Prince George’s counties in Maryland, as well as Falls Church and Arlington County, Virginia.
