Professional Bio

Mr. Houck began his transit career as a student bus driver at the University of Virginia, sparking a passion for safe and efficient transportation that has guided nearly 20 years of industry experience. He has completed the USDOT Public Transportation Safety Certification Training Programs for both rail and bus and has served as a keynote presenter for the Federal Transit Administration on agency safety plans and safety management systems. He is an active member of APTA’s Safety Coordinating Council and Latinos in Transit (LIT) and is a 2025 graduate of the APTA Emerging Leaders Program.
In response to the growing challenge of transit operator assaults, Mr. Houck has led the development of comprehensive prevention and reduction initiatives at both transit property in Virginia and the Maryland Transit Administration (MTA). Since joining MTA in 2022 as Deputy Chief Safety Officer for Safety Management Systems, he has co-organized the agency’s 988 suicide prevention campaign, launched its Mental Health First Aid program, and become a certified MHFA trainer, advancing a culture of safety and wellness across the agency. He also serves as Chair of MTA’s Joint Safety Committee, fostering collaboration between frontline employees and management on safety issues.
Based in the greater Washington, D.C. area, Mr. Houck lives in Maryland with his family. Outside of his professional role, he is a beekeeper, licensed tour guide, and weekly trivia host.
