Professional Bio

Maria Irshad, PTMP, MPA serves as Deputy Director for the City of Houston’s Administration and Regulatory Affairs Department, where she oversees ParkHouston, Vehicles-for-Hire, and Business Licensing. Leading a team of approximately 140 employees, Maria helps guide policy and operations across programs that touch residents, businesses, visitors, and the city’s transportation network every day.

Her work spans curb management, parking policy, regulatory permitting, customer service, enforcement, and industry partnerships. Maria is a past president of the Texas Parking & Transportation Association and the Houston chapter of Women Professionals in Government, and she was recognized as IPMI’s 2020 Industry Professional of the Year for her leadership, innovation, and service to the parking and mobility profession
