The Triangle West Transportation Planning Organization (TPO), through Central Pines Regional Council (CPRC), seeks a qualified consultant team to assess how the City of Durham’s (City) downtown public parking system operates today, how it could operate better, and what the best long-term use is of the real estate currently devoted to parking. The engagement combines an operations, market, and financial assessment with an asset-strategy and redevelopment analysis, and it draws together strategy, municipal finance, real-estate and development economics, parking operations, and organizational and service-delivery analysis.
