Professional Bio
With over 20 years in parking and transportation operations, I’ve focused on leveraging technology and process improvements to boost efficiency, financial performance, and customer service. My work has supported municipalities including the Miami Parking Authority, City of Beverly Hills, City and County of Denver, City of Manitou Springs, and now El Paso County in Colorado.
I’ve overseen financial operations—budgeting, forecasting, revenue management, collections, payroll, and procurement. I’ve led RFP development, contract negotiations, and vendor management to ensure successful, on-time project delivery within budget. My operational approach is rooted in performance-based, data-driven analysis, working with teams to implement improvements. This includes upgrading systems, adopting digital permitting tools, and deploying LPR technologies to support enforcement and compliance.
A key focus of my career has been implementing PARCS from vendors such as ZEAG, Scheidt & Bachmann, Designa/NextGen, and SKIDATA. I’ve integrated these with LPR, CCTV, and occupancy tracking to support operational oversight. I’ve also deployed T2, FlashParking, ParkingLogix, INDECT, and pay-by-phone platforms to improve data collection and customer service.
I’ve led capital improvement projects and coordination efforts across city departments and external partners involving facility repairs, system upgrades, and infrastructure enhancements, which have included strategic planning, permitting, procurement, and project management. Throughout my career, I’ve also aligned operations with broader mobility goals, supporting multimodal strategies and other methods of transit.
Beyond operations, I emphasize staff development and positive organizational culture. I’ve managed teams of various sizes, implemented performance systems, and fostered collaboration and growth.
