Higher education institutions have a lot to consider when it’s time to update the organization’s master plan, and parking is not always at the top of the list. About Our Moderators
Scott Silsdorf, CAPP, AICP, is a parking and mobility professional with over 20 years of experience in architecture, transportation engineering, and urban planning. He spent a decade as Director of Transportation and Parking Services at Old Dominion University, and in 2023, he became the Director of Parking and Transportation at the University of Virginia. At UVA, he leads the University Transit Service and its fleet of 35 transit buses and oversees parking for all academic and UVA Health system operations. UTS provides over two million passenger boardings annually, and UVA manages over 19,000 parking spaces in a variety of structures and surface lots. |

With 35+ years of experience, Carl DePinto, MBA, is the Senior Executive Director of Duke Parking and Transportation Services at Duke University and Duke Health. Duke has over 28,500 parking spaces and annually moves nearly four million community members through its transportation system on campus. Carl has been at Duke for over 10 years and is responsible for parking and transportation for the university, medical center, multiple offsite medical locations, and all athletic events. Before coming to Duke, Carl was the first parking director for New York-Presbyterian Healthcare System and Columbia and Cornell Medical Colleges. |
