Incident Command System (ICS), a National Incident Management System (NIMS) component, is the federally accepted standard for the coordinated response and management of planned events and unplanned emergencies. ICS is the scalable organizational framework for coordinating resources, from university move-in to football game day to NCAA championships. Drawing on professional experience in event parking and emergency management, this presentation will review and share examples of the critical features of ICS.  

Learning Objectives:

  • Recognize how ICS became the standard for emergency management across the country and articulate the benefits of the system.
  • Identify and define the five major management functions of the ICS model and explain scalability.
  • Differentiate between an emergency and an event.

Presenters:

Chris Dobek, Assistant Director for Parking Services, North Carolina State University

Chris Dobek is the Assistant Director for Parking Services at North Carolina State University, managing teams responsible for parking permit sales, enforcement, events, facility operations, and appeals. Dobek transitioned to Parking and Transportation after working 10 years in University Student Housing, managing the housing assignments and billing process for 10,000 students. Outside his role with the University, Dobek is the Assistant Chief for Training and Recruitment at a local volunteer fire department.

Demar Bonnemere, Communications Manager for the Transportation Department, NC State University

Demar Bonnemere is the Communications Manager for the Transportation Department at NC State University, overseeing the website, promotions and social media content. Before working for the Transportation Department, Bonnemere was the Director of Game Operations for NC State Athletics. He served as the game day manager for women's soccer, women's basketball, swimming and diving, and baseball. Bonnemere is a League Certified Instructor through the League of American Bicyclists and enjoys woodworking in his spare time.
