David Lipscomb, Curbside Manager, District of Columbia DOT David Carson Lipscomb is the curbside manager at the District Department of Transportation. Lipscomb is responsible for managing curbside programming and operations include implementing DDOT’s pick-up/drop-off zone pilot program, planning and evaluating motorcoach parking, post-COVID curbside management planning, and neighborhood parking planning. Lipscomb has a Masters in Community Planning from the University of Maryland, College Park. Additionally, he has more than a decade of experience in journalism and communications. |

David Stein, Executive Director, Parking Planning and Policy, New York City DOT David Stein is the Executive Director of Parking Planning and Policy at the NYC Department of Transportation. With more than two decades of leadership and innovation in municipal government, David oversees the planning and stewardship of over 14,000 parking meters, 80,000+ metered on-street parking spaces and over 20,000 special use spaces, along with the development and implementation of broader curb management strategies and solutions. A proven leader of people and projects, his dedication to advancing parking and urban mobility has driven the development of tailored solutions that complement DOT’s ambitious street improvement programs, while enhancing curb performance and revenue realization. |
