AI LPR and Ticket-by-Mail bring speed, safety, and consistency to on- and off-street parking enforcement by automating ticket issuance and delivering citations directly to vehicle owners. No confrontation required.
In Pittsburgh, Ticket-by-Mail has led to a 30% increase in the number of tickets issued. Now, we’re bringing that experience to the IPMI Parking & Mobility Conference & Expo 2026 to show how it can be done, so more municipalities can apply these insights in their own operations.
This Learning Lab breaks down what it takes to upgrade to a Ticket-by-Mail parking enforcement system, from legislative changes that set the foundation, to insights from the initial pilot, through to rollout strategy and expansion. It also looks ahead to the next step: upgrading to AI LPR. The Pittsburgh Parking Authority will soon use AI-powered cameras to improve enforcement efficiency and create new opportunities for automation at scale.

Matt Jendrzejewski, PECP, Director of Enforcement & Meter Services, Pittsburgh Parking Authority Matt Jendrzejewski is the Director of Enforcement and Meter Services at the Pittsburgh Parking Authority, with nearly 20 years of experience in parking operations. He started in 2008 as a Night Garage Manager and later became Meter Services Manager in 2011, where he helped implement pay-by-plate systems, multi-space meters, and mobile payment technology across the city while overseeing repair and collections. Promoted to Director in 2023, he has led modernization efforts including the 2025 rollout of ticket-by-mail. He earned his PECP credential in 2026 and is currently pursuing PTMP certification.

Sgt. James A. Olivieri, Senior Enforcement Advisor, gtechna James Olivieri joined gtechna in 2014 as Senior Enforcement Solutions Advisor after nearly 20 years in the Canadian Armed Forces, retiring as a Sergeant in 2007. He later spent 12 years advising police and government agencies on encrypted communications to enhance compliance and officer safety. James has supported the implementation of parking and traffic enforcement technologies in cities including Pittsburgh, Minneapolis, Washington, DC, Sacramento, and Milwaukee. He also completed the Executive Development Course at McGill’s Desautels Faculty of Management in 2018. |
