With over 19 years of experience in the parking industry, Norman Holt is a seasoned parking professional currently serving as the Division Manager for Operations at the City of Houston’s ParkHouston. Since beginning his career as a Parking Enforcement Officer in 2015, Norman has demonstrated exceptional growth, ascending to the position of Division Manager in 2019. In his current role, he oversees the management of more than 10,000 parking spaces, including 1,500 parking meters—90% of which are off-street. His responsibilities extend to revenue collection, maintaining parking-related signage across the city, and ensuring smooth day-to-day operations of the parking system.
