As Manager of Curbside Management for the Seattle Department of Transportation (SDOT) since 2005, Mike Estey implements data-driven, outcome-based parking, access, and mobility solutions with an emphasis on customer service and technological innovation. Seattle’s program has been recognized by its peers as one of the nation’s most innovative. Estey manages a team of 30 strategic advisors, transportation planners, engineers, and field technicians and a $14 million annual budget. Seattle’s 1,400 multi-space pay stations control 12,000 on-street spaces. Estey’s portfolio also includes finding solutions to address the growing demand for on-street curb space by emerging users such as ride-hail providers, car-share, employer shuttles, food trucks, electric vehicle charging, and the increasingly complex web of urban goods delivery. Prior to SDOT, Estey was a strategic advisor in the Seattle mayor’s office, and before that, a legislative assistant in Washington, D.C. In 2019, he received the IPMI James M. Hunnicutt, CAPP, Parking Professional of the Year Award for contributions to the industry. He is also past board chair of the Pacific Intermountain Parking and Transportation Association (PIPTA).

As Manager of Curbside Management for the Seattle Department of Transportation (SDOT) since 2005, Mike implements data-driven, outcome-based parking, access and mobility solutions, with an emphasis on customer service and technological innovation. Seattle’s program has been recognized by its peers through the International Parking and Mobility Institute (IPMI) as one of the nation’s most innovative. Mike was the co-recipient of IPMI’s 2019 James M. Hunnicutt Parking Professional of the Year Award. He is also past board chair of the Pacific Intermountain Parking and Transportation Association (PIPTA). Mike manages a team of 30 strategic advisors, transportation planners, engineers and field technicians and a $14 million annual budget. Seattle’s 1,400 multi-space pay stations control 12,000 on-street spaces. On a quarterly basis through its Performance-Based Parking Pricing Program, Seattle collects paid parking transaction and occupancy data and adjusts hourly rates by neighborhood and by time of day to achieve a target occupancy of one to two available spaces per blockface. Seattle has also pursued significant mobile payment growth. Pay by phone now accounts for 80% of on-street parking transactions. Mike’s portfolio also includes finding solutions to address the growing demand for on-street curbspace by emerging users such as ridehail providers, car share, employer shuttles, food trucks, electric vehicle charging, and the increasingly complex web of urban goods delivery. Prior to SDOT, Mike was a strategic advisor in the Seattle Mayor’s Office, and previous to that a legislative assistant in Washington, D.C.
