Josh Mallernee is a seasoned parking and mobility professional with nearly 30 years of experience in municipal parking operations. He recently retired from the City of Asheville, North Carolina, where he served as a Business Services Supervisor within the Parking Services Division. Over the course of his career, Josh developed deep expertise in managing complex, enterprise-funded parking systems that included garages, on-street parking, enforcement programs, permitting, and customer service operations.

Josh has led major operational and financial initiatives, including rate restructuring strategies that generated more than $1 million in annual revenue and the development of forecasting and budget tracking systems that improved financial transparency and long-term planning. He has also overseen procurement and implementation of key technologies such as PARCS, mobile payment platforms, and digital permitting systems, strengthening operational efficiency and enhancing the customer experience.

Known for his practical, field-tested approach, Josh emphasizes that parking should function as a public service that supports access, turnover, and economic vitality rather than as a purely revenue-driven system. His work consistently focuses on balancing financial sustainability with user accessibility and community impact.

Josh is a member of the International Parking & Mobility Institute and remains actively engaged in the industry. He is currently pursuing a degree in Business Management.
