David Stein is the Executive Director of Parking Planning and Policy at the NYC Department of Transportation. With more than two decades of leadership and innovation in municipal government, David oversees the planning and stewardship of over 14,000 parking meters, 80,000+ metered on-street parking spaces and over 20,000 special use spaces, along with the development and implementation of broader curb management strategies and solutions. A proven leader of people and projects, his dedication to advancing parking and urban mobility has driven the development of tailored solutions that complement DOT’s ambitious street improvement programs, while enhancing curb performance and revenue realization.

David also serves at the forefront of policy and technology development within the Department, acting as a change agent for modernizing NYC’s parking system. He was the recipient of the 2022 IPMI Chairman’s Award, a member of IPMI's 2022-2024 EV Readiness Task Force and contributor to the EV Readiness Guide, a member of the Policy and Legislative Cohort and is a frequent presenter and contributor to IPMI Webinars and at the Annual Conference. David has also contributed to other curb management activities with organizations such as NACTO and ITE.
