Cha'ssem Anderson, PTMP, AICP

Cha’ssem Anderson, AICP, PTMP, is a transportation and mobility executive with more than 20 years of leadership experience in higher education and regional transit systems. He currently serves as Operations Director at the University of Tennessee Knoxville, where he leads a comprehensive parking and transportation enterprise overseeing transit services, parking operations, traffic planning, enforcement, maintenance, and special event mobility.
In this role, Cha’ssem provides executive leadership for strategic planning, financial management, workforce development, and operational performance. He directs budget development and fiscal oversight, advances transportation demand management and sustainability initiatives, and oversees major capital and technology investments that strengthen system reliability and customer experience. He collaborates closely with campus leadership, Facilities, Athletics, Housing, and Student Affairs to align transportation services with institutional growth, regulatory compliance, and long-term mobility goals.
He holds a Master’s degree in Geography and Earth Sciences from North Carolina Central University and maintains professional certifications including AICP and Parking, Transportation & Mobility Professional (PTMP). His leadership emphasizes data-driven decision-making, operational excellence, fiscal responsibility, and sustainable mobility solutions that support institutional success and community connectivity.
