Jim Zullo

President THA Consulting, Inc.

Jim specializes in studies, planning, and managing parking resources and infrastructure. Jim previously served as Senior Director of Real Estate and Economic Development for New Jersey Transit, the third-largest transit agency in the United States. Jim has served as Vice President of The New Brunswick Development Corporation, a non-profit real estate corporation, and Executive Director of the New Brunswick Parking Authority.  He serves on the Board of Directors for the New York State Parking and Transportation Association. Jim shares his experience and expertise in real estate and parking planning to foster greater economic development with a particular focus on transit-oriented development.

Todd Helmer, PE, SE

CEO THA Consulting, Inc.

Todd is responsible for the overall vision and strategic direction of the company, as well as client relationships, business management, financial management, and overall corporate operations. With over 30 years of experience in engineering and architecture, he specializes in the planning, design, and restoration of mixed-use parking structures. His expertise is focused on parking planning and the functional designs of mixed-use parking structures for higher education, healthcare, as well as many other market sectors.  

Jonathan Shisler

Director of Design, Associate

As THA’s Director of Design, Jon has a bachelor’s degree in architecture and experience in all building design phases, from programming to construction administration. His project expertise includes designing, documenting, and administrating complex stand-alone and mixed-use parking facilities. Jon is a Parksmart Advisor, offering services to help clients achieve the only high-performing sustainable system for parking garages.


Vicky Gagliano

Director of Parking Planning & Mobility Consulting 

Vicky provides expertise to all THA Consulting offices. She researches, analyzes, and recommends tailored and innovative solutions to parking problems. Understanding that every parking operation in different, she apples parking supply and demand studies, alternatives and site analysis, market and financial feasibility analyses, shared parking strategies, and parking management practices to maximize operations. She has national and international study experience, including notable projects in 24 states, Puerto Rico, the Bahamas, Trinidad, and the UAE. Vicky is a Parksmart Advisor and an IPMI-approved Accredited Parking Organization (APO) Site Reviewer.
