Professional Bio
Mr. Nolan has over 34 years of extensive management experience in university and healthcare settings where he has served numerous times as an owner’s representative or project executive for capital garage, building and restoration projects in excess of $500 million dollars. Previous roles include Past President of the New England Parking Council., IPMI Board of Directors, and the Chair of IPMI's Golf Committee, a major funding source to support the Certification Fund. He currently serves on IPMI's Planning, Design, and Construction Committee. In 2024, John received IPMI's Lifetime Achievement Award, which is bestowed upon active or retired IPMI members in the parking, transportation, and mobility industry with a minimum of 20 years of service and a history of outstanding leadership and service.
Mr. Nolan holds a bachelor’s degree in business administration from Merrimack College, and a master’s degree in management from Lesley University.

Biography and Areas of Interest
His direct experience includes Capital Construction and Restoration, University Parking, Transit and Fleet Management, Alternative Fuel Services, Sustainable Operational and TDM Programs, University Mail and Distribution, The Campus Services Center and Parking Building Management.
Mr. Nolan holds a bachelor’s degree in business administration from Merrimack College, and a master’s degree in Management from Lesley University. In addition, he held the Certified Administrator of Public Parking from the University of Virginia and the International Parking and Mobility Institute which was updated to the Parking, Transportation and Mobility Professional.

He is Past President of NEPC (now NEPTC) and is a past member of the IPI Board of Directors where he served on the Finance and Professional Certification committees. He currently serves on the Planning and Design Committee and is the former Chairman of the CAPP Golf Committee a major funding source for the CAPP Scholarship Fund.
