Elliott Holt

Elliott Holt is a Senior Associate at Dixon Resources Unlimited with over 20 years of municipal parking experience. Elliott previously worked for the City of Sausalito, a tourist town located in the San Francisco Bay Area. During his time in Sausalito, Elliott worked through every classification level, from equipment maintenance up to program administration, developing qualifications and expertise across a diverse and broad range of skillsets, including parking supply and demand management, congestion pricing and rate structures, data collection and analysis, budget preparation and revenue forecasting, solicitation and procurement, stakeholder engagement, and public presentation. Before leaving Sausalito, Elliott developed the City’s current demand-based parking rate model, which utilizes data-driven policies to determine market rate for parking fees, balancing increases in turnover, reduction in congestion, equity, and affordability. Elliott now leverages his expertise to provide creative solutions to unique challenges and assists with a variety of parking management, implementation, and operational support needs for clients throughout the Bay Area and across the country.
